Islamic State of Afghanistan 1992
After the Soviet withdrawal there was a power struggle between Mujahedeen factions led by Gulbuddin Hekmatyar and Ahmed Shah Masud, but in 28 April 1992 the Islamic State of Afghanistan was solemnly proclaimed with Masud as provisional president until the arrival of President in exile Imam Seghbatullah Mojaddedi on 30 May. The “Sharia”, Islamic law, was immediately re-established. A flag, adapted from one that had been hoisted in Pakistan during exile from 1989, was briefly used: the colour red, associated with the communists, was removed.
