Islamic Emirate of Afghanistan 1997 and 2021
A year after coming to power and controlling 90% of the country, the Taliban regime on 27 October 1997 added to their plain white flag the “Shahada” (There is no God but Allah (and) Mohammed is the Prophet of Allah) in black. The Taliban did not control the entire country, as about 10% in the northeast continued to be held by the United Islamic Front for the Salvation of Afghanistan (the Northern Alliance, including Tajiks, Pashtuns, Hazaras, Uzbeks, Turkmen and others) that continued to fly the 1992 flag. But on 17 August 2021 the Taliban completed its reconquest of Afghanistan and raised this flag again.
